Appearance: Javert is a tall, severe man. He has sharp eyes, great sideburns, and deep nostrils. He has very little skull, but plenty of jaw. His hair falls over his angular, narrow forehead and eyebrows, and there is a permanent frown-line between his eyebrows. His eyes themselves are difficult to read, and do not betray his emotions. His mouth is thin and pinched, but when he laughs, his thin lips reveal his teeth and gums, giving him a savage appearance. When he is calm and serious, he is compared to a bull-dog, but when he laughs, he resembles a tiger. He does not laugh often.
He wears an iron-grey greatcoat over his military uniform, and is accustomed to wearing a dark hat with a turned-down brim that further obscures his appearance. He also has an air of ferocious command, the indescribable sense of authority that comes with some policemen. This is aided by his usual stance: when not at attention, he stands with his arms folded across his chest and his head held high, expressing resolution.
Personality: Javert is governed by two principles: 1) Respect for authority, and 2) hatred of rebellion, including theft, murder, and all other crime. He treats all law-breakers with contempt and aversion, and reveres anyone who serves the state with blind faith. This code governs his actions completely: he has very little cause to ponder or ask questions. This does not mean that Javert is not introspective: on the contrary, he constantly searches himself for the slightest moral failing, and holds himself to the same standard that he holds everyone else.
Javert is of a stern and austere disposition, haughty in his beliefs but humble before authority. However, he also possesses a quick wit and a very acute sense of humor, which comes to the forefront when he is in an engaging situation: when he is presented with a problem, or in danger. Work is his religion, and “Javert is a spy as other men are priests.” He always watches people, taking in every detail: put nicely, he is devoted to his work. Put bluntly, he is a fanatic.
He dislikes reading, but forces himself to do so in what little spare time he has in order to educate himself, and this comes across in his speech.
Abilities/Weapons: Javert is skilled with a pistol and a saber, both of which he usually wears. He also habitually carries a thick cane hidden under his greatcoat. He can use all three extremely well. He is a well-trained fighter, having spent a spell in the military, and remaining in active duty as much as possible. Other than that, though, Javert is a normal human, and while he is strong, it is only human strength.
Weaknesses: His chief weakness is his rigid worldview. He is unable to accept any anomalies, because an exception disproves the rule, and therefore is unable to adapt when something does not fit into the way he sees things. Because of this, he is blind to exceptions in his worldview, and will revere any authority figure and detest any criminal, regardless of the goodness of the criminal or the corruption of the government official.
He does not tolerate shortcomings in himself, and as an extension of that, if he believes that he has failed at something, he cannot move past and accept this failure. He holds himself to a very high standard, and would rather die than fail. If he has failed, he will go to extreme lengths to correct this failure: see his request to be discharged from the police force upon believing that he had denounced a superior, and his inhuman obsession to recapture Jean Valjean, who escaped him.
How well can he hack?: Javert knows the basics of hacking, having learned in order to keep up with modern criminals, but he does not make a habit of hacking the network unless he believes there is something there which he ought to uncover. Even then, he cannot hack difficult posts, and will call in a specialist.
On his own, he can hack an Easy post, if he knows that it is there. He does, however, have contacts, and if he believes that there is a more difficult post that he needs to see, he can gain access to anything that is below Unhackable. This all depends heavily on whether he is aware of a post, and believes that it should be hacked. This is a rarity.
History: Javert is of extremely humble origins. He was born in prison. His father, a convict, was away while his mother, a gypsy, bore him. From the very beginning, Javert was surrounded by the worst of humanity. He hated his gypsy ancestry, but felt like he could not be fully accepted into society, thanks to the people he interacted with as a child. He saw who his mother interacted with; criminals and scoundrels, which didn’t exactly encourage Javert in anything, and essentially killed any hope he had of entering society. As a being removed from normal human society, he thought for a long time that he would be forced to join the dregs of society that he hated so much, but one day when he was fifteen years old, he saw a parade of soldiers, and one of them stopped to talk with him. Javert never learned the soldier’s name, but the soldier told him that he could enlist in the army, and protect society from without. Javert realized that he would not have to learn society’s rules and deal with its prejudices if he could prove himself as a soldier, so he turned his back on a life of crime and joined the army.
He found comfort in its rigid chain of command, and graduated with flying colors at the age of twenty, thanks to hard work and no play whatsoever. Even young, Javert was very focused on what he considered important, and that was to join the military and educate himself. When he had spare time, he forced himself to read books, educating himself. He was capable of conversing with others, but enjoyed it even less than reading, so he shunned the company of the other students.
After graduation, Javert served in the military ranks for five years. Despite grudging respect for his undeniable dedication, the man was not very well-liked. It was a result of personal dislike for Javert’s overachieving that he was transferred from his ship to guard a prison chain-gang in the Badlands -- one with a particularly resourceful and sullen criminal by the name of Jean Valjean, whose inhuman strength did not escape Javert’s notice. Six years later, he had witnessed two escape attempts by Jean Valjean, but did not witness the last, as he was called away from his station in Toulon to serve under Grand Admiral Manfred von Karma, who didn’t care that Javert was not personable. Quite the opposite -- for the first time, Javert served under a man who appreciated his hard work for what it was. His record was impeccable, and he served happily (well, as happily as Javert could be) for five years. Unfortunately, they wished to promote him, and while Javert was comfortable enough with minor positions of command, he vastly preferred to be in the front lines, on active duty, and the idea of a position that consisted of bureaucracy, pushing paper, and issuing orders to people he could not trust to do the job right was abhorrent to him.
He left the military to join Bellcius’s police force, becoming an inspector at age 40. During this year, rumor reached him that Jean Valjean had broken parole, committing theft twice before disappearing into thin air. Much as he would have liked to find him, Javert had other responsibilities within the police force, and continued his work with a general feeling of unease in the back of his mind, a feeling he did not like at all. Four years later, however, the higher-ups had other plans for him, calling him back to the Grand Admiral’s ship, the Victoria II…
